The Uniform Guidance was implemented to deliver on former President Obama’s management agenda to better target financial risks and direct resources to achieve evidence-based outcomes. The final guidance seeks to improve performance, transparency and oversight of federal awards by streamlining processes.
Under the Uniform Guidance a one-time F&A rate extension may be requested each rate negotiation cycle. Requests should be submitted to the Department of Health & Human Services at least 60 days prior to the due date of the college’s next proposal. This means that subsequent one-time extensions (up to 4 years) are available if a renegotiation is completed between each extension request.
The Uniform Guidance’s grace period for the implementation of procurement practices has been extended until July 1, 2018 (FY 2019).
