General Description

The Manager of Grants Administration is a position under the Fiscal and Administrative Services unit in CUNY Office of Academic Affairs (OAA). The Manager of Grants Administration will provide pre- and post-award support to all programs in the Office of Academic Affairs.

Reporting to the Senior Director of Fiscal and Administrative Services, the Manager of Grants Administration duties and responsibilities will include, but are not limited to the following:

DUTIES AND RESPONSIBILITIES

Prime Agreements:

  • Review and process the prime agreements in the CM system and manage OAAagreement folder, prepare account establishment forms, and submit agreements to RF legal and CUNY OGC for review
  • Track prime agreement submission, organize the fully executed agreements and new accounts created by RFCUNY
  • Serve as the point person for all CUNY OAA award submissions to RF legal through Contract Manager System and the CUNY Office of General Contracts for MOUs, data sharing agreements and any other legal matters
  • Review active and expired accounts and coordinate with programs in the closing out of the accounts
  • Request grant access and termination of access for program staff
  • Serve as point person for pre-award activity for CUNY OAA
  • Review and submit federal, state, city, and private foundation proposals for CUNY OAA
  • Manage access to various systems for proposal submissions (Grants.gov, Grants Gateway, PassPort, and other systems)
  • Monitor payments received from sponsor agencies and deposit sponsor checks

Grants Management:

  • Oversee CUNY central office administered programs in grant-related and TL funded activities
  • Monitor program budgets and expenses; provide advice and feedback for Project Directors
  • Review and code sponsor approved budgets
  • Manage financial report submission to sponsors and coordinate and monitor invoice submission to sponsors and follow as necessary
  • Manage the OAA unit that handles OTPS transactions (subawards, consulting agreements, MOUs, vendor payments, reimbursement, etc.)
  • Guide program directors in reviewing and processing budget modifications consistent with funding guidelines and sponsoring agency’s guidelines and requirements
  • Act as resource and liaison between the program and the sponsoring agency or corporation throughout the progress of the program
  • Coordinate with the RF to ensure all mandated procedures and policies are followed
  • Mange communication with CUNY grants offices and the set-up of campus RF subaccounts
  • Grant account access to Program Directors, other program staff and team members within the Fiscal and Administrative Services unit
  • Maintain forward funding and guarantee tracker document
  • Other duties assigned by the University Dean of Fiscal Administration and Senior Director of Fiscal and Administrative Services

Resources Platform:

  • Manage user accounts and grant and remove user access
  • Monitor questions posted on all channels and work with channel point persons to respond to questions
  • Reporting on usages of the platform (overall and individual channels) 
  • Review and update documents on all channels to ensure information is up to date
  • Follow up with each unit quarterly to update organizational charts
  • Schedule regular meetings with Fiscal Administration leadership and present reports on usage

Other Duties

  •  Monitor CUNY OAA RF accounts to ensure funds are spent within the budget period
  • Assist University Dean of Fiscal Administration and Senior Director of Fiscal and Administrative Services with the preparation of routine and ad hoc reports
  • Perform other duties as assigned by the Senior Director; perform duties of lower-level positions as needed
  • Responsible for updating of Fiscal Unit organizational chart

 

Qualifications

 Minimum Qualifications

A Bachelor’s Degree in a related field from an accredited institution, and no less than five years (5) of related experience, of which three years (3) will be responsible professional work involving sponsored programs, OR

  • Equivalent experience, as evidenced in professional accomplishments and demonstrable success in securing or conducting sponsored programs, AND
  • Willingness to comply with all RF policies and procedures regarding staffing, budgeting, reporting, and grants administration as evidenced by signing an attestation at the time of employment
  • Experience in fiscal management, grants management, payroll, or another relevant
  • Ability to analyze contracts and identify areas needing resolution
  • Strong organizational and time management skills
  • Excellent verbal, written, and interpersonal communication skills, with a customer-focused approach to working and comfort communicating with people at all levels
  • Demonstrated ability to work independently and collaboratively with a diverse community of staff, partners, and external constituents, in a fast- paced and high-volume work environment
  • Experienced user of all MS Office products, Excel in particular, and aptitude to quickly pick up new systems
  • Proficient in online communication tools such as Microsoft Teams
  • Proven ability to be detail-oriented, organized, and capable of coordinating multiple assignments and meet deadlines

Preferred Qualifications

  •  Master’s Degree in a related field is preferred.
  • Experience with the Research Foundation of CUNY systems

Physical Requirements

This position is located in a professional office environment and is currently hybrid, working 70% in person (7 days) in office and 30% remote (3 days) during every two-week payroll cycle. Laptop may be provided if needed to support working remotely.

  • Ability to travel to other CUNY sites as needed
