Program Overview

PowerUp2030 is a 10-week intensive training program led by LaGuardia Community College's Business Services, in collaboration with the New York Power Authority (NYPA). The program equips established business owners in civil engineering, electrical contracting, construction, and related fields with the technical knowledge, regulatory understanding, and procurement skills needed to enter the clean energy sector. Participants will gain expertise in renewable energy technologies, industry regulations, and NYPA’s procurement process, preparing them to compete for renewable energy contracts.

Role Description: 

This is a grant-funded, hybrid position through the Research Foundation of CUNY. Appointments are subject to availability of funding and satisfactory performance. The Curriculum Developer (part-time, four months) will be responsible for designing a structured, competency-based curriculum that aligns with the program’s goals. This curriculum will provide business owners with the technical, regulatory, and procurement knowledge required for success in renewable energy contracting. Additionally, the Curriculum Developer will create instructional materials, develop assessment tools, design participant feedback surveys, and train facilitators to ensure the effective delivery of course content. This position reports to both the LAGCC and NYPA Program Directors.

LaGuardia Community College

Founded in 1971 in Long Island City, Queens, LaGuardia Community College is one of seven community colleges of the City University of New York (CUNY). LaGuardia offers more than sixty associate degree programs and more than fifty workforce training, ESOL, GED, and pre-college programs. In 2023, LaGuardia served approximately 24,000 students. More than one-third of LaGuardia’s degree-seeking students are born outside the United States; they come from 136 countries and speak 43 heritage languages. Sixty percent are first-generation college students.

Virtually all LaGuardia students are ethnic minorities (89 percent), 58 percent are women, 27 percent are over the age of 25. Forty-six percent of associate degree students are Hispanic. Upon graduation most students transfer to four-year colleges, typically in CUNY, to complete their baccalaureate degrees. Graduates of career programs such as Nursing, Computer Technology, and Veterinary Technology enter the workforce. LaGuardia ranked fifth among U.S. community colleges in economic mobility – moving low-income students into the middle class and beyond – in studies by Stanford University (2017) and the Brookings Institution (2020).

Other Duties

Curriculum Development & Design

  • Develop a structured, modular curriculum tailored to business owners entering the renewable energy sector
  • Design learning objectives, instructor guides, participant workbooks, slides, and assessments to support training delivery
  • Create content covering key topics, including:
    • Renewable energy fundamentals – Overview of solar, wind, and EV infrastructure
    • Regulatory and compliance requirements – Licensing, permits, and clean energy standards
    • Procurement and contracting processes – NYPA’s RFP requirements and supplier diversity qualifications
    • Business strategies for renewable energy – Integrating renewable energy into existing operations
    • Introduction to drones – Role of drones in renewable energy, including inspection, monitoring, and data collection

Facilitator Training & Instructional Support

  • Develop and provide training materials for facilitators to ensure effective course delivery
  • Train facilitators on curriculum implementation and best instructional practices
  • Design class feedback surveys to evaluate participant engagement and curriculum effectiveness

Program & Industry Integration

  • Collaborate with NYPA experts, Renewable Energy Growth Advisors, and procurement specialists to align curriculum content with industry needs
  • Ensure training materials include real-world case studies and practical applications to enhance participant learning

Qualifications

Required:

  • Master’s degree preferred in Instructional Design, Curriculum Development, Education, Business, Renewable Energy, or a related field OR
  • Bachelor’s degree with at least 8 years of experience in curriculum development, instructional design, or business training
  • Strong knowledge of clean energy technologies (or ability to learn and integrate industry-specific content)
  • Proven ability to develop structured course content, instructor materials, and assessment tools

Preferred:

  • Familiarity with NYPA procurement, government contracting, and clean energy compliance
  • Understanding of New York’s clean energy policies
