General Description
Through its partnership with the City of New York, CUNY’s Building Performance Laboratory is hiring qualified energy management professionals to serve as on-site consultants and fill critical staffing capacity needs at the Department of Citywide Administrative Services’ (“DCAS”) Division of Energy Management (“DEM”) and its agency partners. The Department of Education (“DOE”) is a critical partner in contributing to the City’s efforts to reduce greenhouse gas emissions (“GHG”) by 80 percent by 2050 from a 2005 baseline (“80x50”). As part of the Climate Mobilization Act (LL 97 of 2019), the City also recently set new targets to reduce emissions from City government operations by 40 percent by 2025 (“40x25”) and by 50 percent by 2030 (“50x30”). DOE’s Energy Team consists of staff sitting within the Division of School Facilities’ Office of Maintenance and Optimization and the Office of Sustainability. The DOE Energy Team oversees energy management and emissions reductions activities across DOE’s portfolio, which includes more than 1,400 buildings, accounting for 131M square feet, and represents approximately 40 percent of total City-owned building square footage. DOE also is the largest energy-consuming City agency, accounting for nearly 22 percent of City government’s energy consumption. For this specific role, CUNY BPL is hiring an Energy Project Manager to be embedded within DOE’s Energy Team, located within the Office of Maintenance and Optimization. The Energy Project Manager will support tracking overall energy usage and identifying energy-saving opportunities in buildings; implementing energy-efficient operations and maintenance (O&M) practices; and delivering energy efficiency retrofit projects.
Other Duties
During their assignments, the person’s responsibilities may include the following:
- Planning, coordinating, directing and implementing large scale, complex expense and capital projects within the boroughs related to facility energy management, with a focus on heating plants, lighting, and HVAC equipment and systems.
- Preparing complex management reports regarding energy usage and consumption throughout a borough.
- Developing project scope of work through surveys and site visits and managing contracts and project managers throughout project implementation.
- Reviewing contractor submittals, cost proposals, change orders, and status reports.
- Performing inspections to verify completed work, obtaining, and reviewing closeout documentation and invoices.
Setting goals, developing performance metrics, tracking progress, and recommending areas of improvement for energy efficient operation and energy reduction, in coordination with the Energy Managers
Qualifications
The ideal candidate will bring the following education, skills, and experience to this position:
- A bachelor’s degree in engineering, architecture, business administration, or public administration, or a related field.
- At least one year of full-time satisfactory experience.
- Strong understanding of building energy systems and energy efficiency technologies.
- Experience with the design and construction of energy efficiency retrofit projects in existing buildings.
- Experience with HVAC systems, including both boiler and chiller work; HVAC controls; computerized building automation and energy management systems; variable air volume (VAV) distribution systems; steam and chilled water systems; heating and cooling applications.
- Familiarity with technical project management operations, including project planning, scope development, design and construction management, and project close-out.
- Knowledge of and experience with ASHRAE or AEE Procedures for Commercial Buildings Energy Audits.
- Familiarity with NYC electrical and energy codes.
- Knowledge of energy costs and billing, energy savings calculation methodologies, and emissions calculations methodologies.
- Certified Energy Manager (CEM); Certified Energy Auditor (CEA); Certified Building Commissioning Professional (CBCP) or Existing Building Commissioning Professional (EBCP); or Building Operator Certification – Level 1 credentials.
- Strong written and verbal communication skills, and proficient computer skills.
- Commitment to customer service and demonstrated ability to effectively manage simultaneous projects.
