General Description

Through its partnership with the City of New York, CUNY’s Building Performance Laboratory is hiring qualified energy management professionals to serve as on-site consultants and fill critical staffing capacity needs at the Department of Citywide Administrative Services’ (“DCAS”) Division of Energy Management (“DEM”) and its agency partners. The Department of Environmental Protection (“DEP”) is a critical partner in contributing to the City’s efforts to reduce greenhouse gas emissions (“GHG”) by 80 percent by 2050 from a 2005 baseline (“80x50”). As part of the Climate Mobilization Act (LL 97 of 2019), the City also recently set new targets to reduce emissions from City government operations by 40 percent by 2025 (“40x25”) and by 50 percent by 2030 (“50x30”). For this specific role, CUNY BPL is hiring an Energy Project Manager, Expense to be embedded within DEP’s Office of Energy and Resource Recovery Programs, located within the Commissioner’s Office. The Energy Project Manager will support tracking overall energy usage and identifying energy-saving and GHG-reducing opportunities; implementing energy-efficient operations and maintenance (“O&M”) practices; and delivering energy efficiency retrofit projects.

Other Duties

During their assignments, the person’s responsibilities may include the following:

  • Oversee delivery of energy efficiency, clean energy, and energy demonstration projects across DEP’s portfolio—especially projects funded through DCAS DEM’s various programs—including performing project justification, scoping, tracking, and reporting; developing grant funding applications; working closely with internal and external project stakeholders; and conducting site visits throughout the implementation process.
  • Perform scientific research and analysis and provide technical assistance for planning, coordinating, and implementing projects—including reviewing, analyzing, and conducting energy audits; collecting energy data and maintaining energy databases and reporting tools; and generating project business cases and cost-benefit analyses.
  • Manage and support project measurement and verification (“M&V”), and help to centralize and standardize M&V processes at DEP.
  • Provide other necessary support to the DEP Energy Team by contributing to the other GHG-reducing initiatives being advanced by the DEP Energy Team as needed.

Qualifications

The ideal candidate will bring the following education, skills, and experience to this position:

  • A master’s degree in engineering (electrical, mechanical, civil, environmental, or chemical), applied science, or approved equal.
  • Strong understanding of municipal water and wastewater treatment systems, process engineering, and energy efficiency and resource recovery technologies.
  • Experience with design, operation, and maintenance of renewable energy, HVAC, pumping, lighting, controls, and other energy systems in the context of municipal water and wastewater treatment, especially in diverse buildings varying in age, size, and use.
  • Familiarity with technical project management operations, including project planning, scope development, design and construction management, and project close-out.
  • Knowledge of and experience with ASHRAE or AEE Procedures for Commercial Buildings Energy Audits.
  • Familiarity with NYC electrical and energy codes.
  • Knowledge of energy costs and billing, energy savings calculation methodologies, and GHG emissions calculations methodologies, especially in the context of water and wastewater treatment.
  • Ability to conceptualize projects, draft business cases, and provide preliminary cost estimates.
  • Certified Energy Manager (CEM); Certified Energy Auditor (CEA); Certified Building Commissioning Professional (CBCP) or Existing Building Commissioning Professional (EBCP); Building Operator Certification – Level 1; and/or LEED AP credentials.
  • Strong written and verbal communication skills, and proficient computer skills.
  • Commitment to customer service and demonstrated ability to effectively manage simultaneous projects.
