Higher Education Program Developer and Assessment (Education) Expert is wanted to work with the National Oceanic and Atmospheric Administration (NOAA) supported Cooperative Science Center for Earth System Sciences and Remote Sensing Technologies (NOAA CESSRST) at the City College of New York.  The NOAA CESSRST Center, a consortium of six (6) higher education institutions lead by the City College of New York, engages cohorts of Undergraduate, Masters and PhD students in NOAA Mission aligned  Science, Technology, Engineering, and Mathematics as well as Social Science with a goal of experiential research and  training a diverse and competent workforce for NOAA and NOAA enterprise.

The Education Expert will engage in Center-wide coordination, leadership and management of Center education and training, at all levels, for Cohort students across the Center consortium. The Education Expert will perform the following duties to ensure effectiveness of NOAA CESSRST through the Education and Training Plan with Specific, Measurable, Attainable, Relevant, and Time bound (SMART) objectives:

  • Engage Cohort students and their faculty mentors to create an Individualized Student Development Plan (ISDP), and review the ISDP with the student and faculty mentor, at a minimum, semi-annually to assess student progress and student learning outcomes (SLOs).
  • Assess Cohort student’s NOAA missioned-aligned experiential research and training, including professional development, and document evidence of student attainment of core NOAA-mission skills and competency development to be competitive candidatures for the NOAA- mission enterprise future workforce
  • In coordination with the Principal Investigator(s) and Distinguished Research Scientist, direct the plan and execution of the NOAA- mission training and professional development of the Center Postdoctoral Fellows.

Other Duties

The Education Expert, under the leadership of the Center Director and with guidance of the Deputy Director, collaborates to ensure all Center supported students have a clear understanding how their training and research is aligned with the NOAA mission and vision.

The Education Expert is also required to coordinate with the Center Data and Information Manager to monitor, guide, and provide timely interventions that align with the Center SMART objectives. The Education Expert with the Data and Information Manager together have the responsibility to produce data and timely required reporting for Center-wide education and training, including all students gaining Center-wide core competencies, communicating achievements, identifying evidence-based best practices and strategies for continual internal assessments.

The Education Expert is responsible for leading Center outcomes aligned to support the program purpose, priorities and expected outcomes. Working with the Center Distinguished Research Scientist, the Education Expert will identify, develop and coordinate professional development experiences for Center students.

Working with an external evaluator, the Center Education Expert ensures that the data for performance measurement are verified as factual.

Qualifications

The minimum credentials for the Education Expert is a terminal degree in education either as an Ed.D. or Ph.D. and experience in higher education program development and assessment
